SBP Mandates Data Residency for Digital Banks: The Shift to Local Cloud Infrastructure

The State Bank of Pakistan has issued a new policy requiring all licensed digital banks and EMIs to host core transactional logs and user data on physical servers within Pakistan.

SBP Mandates Data Residency for Digital Banks: The Shift to Local Cloud Infrastructure

The State Bank of Pakistan (SBP) has officially updated its operational guidelines for digital banks and Electronic Money Institutions (EMIs), introducing a strict data residency mandate. Under the new policy, all core banking platforms, customer databases, and transaction logs must physically reside on servers located within Pakistan’s geographical boundaries.

This directive represents a major regulatory shift, forcing digital-first financial platforms to move away from global public cloud infrastructures (like AWS, Azure, and Google Cloud) to compliant, local data center providers.

Aligning with National Security Frameworks

The SBP’s new residency rule aligns directly with the recently launched National Cyber Security Framework 2026, which establishes strict data protection mandates for sensitive sectors.

By keeping customer data inside sovereign Pakistani borders, the central bank aims to:

  1. Enhance Data Sovereignty: Protect sensitive citizen financial data from extra-jurisdictional seizures or foreign surveillance.
  2. Ensure Operational Continuity: Prevent service disruptions caused by undersea cable cuts or international transit routing issues.
  3. Facilitate Auditing: Enable real-time physical audits and compliance reviews by local regulatory agencies.

This policy closely follows the rollout of the SBP Open Banking Framework, which standardizes secure API integrations between banks and fintech startups. Under the new guidelines, all API routing nodes and data stores bound to these connections must run entirely on localized instances.

Local Cloud Solutions for Financial Compliance

For fintech CTOs and compliance officers, migrating existing infrastructures to comply with the SBP timeline is a top priority. Moving database instances without causing service outages or compromising page speeds requires enterprise-grade infrastructure.

Nextgen Hosting offers fully compliant Pakistan VPS Hosting hosted inside our Tier-3 datacenter in Islamabad. Engineered with hardware isolation, enterprise-grade firewalls, and direct local peering, our cloud solutions provide the secure, low-latency foundation required to meet SBP data residency audits.

Digital financial platforms must complete their local data migration plans by Q4 2026 to avoid regulatory fines or operational limitations.
